There is no one definition for rocking.  What's important is not the name of the behavior, but rather that it is described so well and so precisely that others will know what you are looking for and would record it's occurrence at the same rate as you.

Rocking: Student moves from upright sitting position (right angle of torso to legs) to at least 20 degrees forward and returns to upright position. (You might conduct frequency recording in which each cycle counts as one episode of rocking, or you might conduct duration recording of the amount of time that the youngster is engaged in this behavior.  Which one you select will depend on which one will give you more valuable information and help you determine the effectiveness of your future intervention.)
